He was born in a middle class family of Kismidesar Village (Bikaner) to Mr. Lakhu Ram Meghwal and Mrs. Heeradevi on 7 December 1954. He got primary education from the Government school of our village and secondary education from the Jawahar Jain Secondary School at Bheenasar. He got married to Panadevi on 12 May 1968 in the village Nal Badi, when He was studying in the 8th standard. After marriage, He continued  studies further and got the graduation degree in Arts (B.A.) & Law (L.L.B.) from the Sri Dungar College, Bikaner (Rajasthan). After that, He did post graduation from the same college and got the Masters Degree in Arts (M.A). Later, He did Masters in Business Administration (M.B.A.) from the Philippines University.

Past Legislative experience: He has been the Member of Parliament for the 11th, 12th and 13th Lok Sabha representing the Sadar and Chandni Chowk constituencies of Delhi.
Past administrative experience: Union Minister of State for Labour, Parliamentary Affairs, Statistics & Programme Implementation and Youth Affairs & Sports in the Government of India

Vijay Goel belongs from a traditional family in Sonepat, Haryana. Being born and brought up in the family of freedom fighters, He was also take part in the JP Movement He was jailed for 3 months during Emergency, along with his father & former Speaker of Delhi Assembly Sh. Charti Lal Goel.

An alumnus of the prestigious Shriram College of Commerce - Delhi University, Vijay has also been a DUSU President in 1977-78 when he brought up several students-related issues like exposing fake marksheet racket, fake SC/ST Certificate racket, counseling the applicants seeking admissions in DU and banning students’ ragging in colleges. He was also good at Basketball and represented Delhi University and Delhi State in Kho-Kho.

Vijay Goel has earned a nationwide fame for his contribution in getting the “Lottery-Banned” all over India under the banner of Lok Abhiyan and thereby saving lacs of poor families from ruin.

Shri Chhotu Ram Chaudhary (C.R. Chaudhary) belongs from Nagaur. He was born in the good family and the father name was Late Shri R. L. Chaudhary and the mother Smt. Gavri Devi. He got married to Smt. Mala Chaudhary.

He was completed M.A. (Geography) Educated at University of Rajasthan Took traning in Rural Development at United Kingdom, Department of Development Administration, School of Public Policy, University of Birmingham, United Kingdom
