Jaipur city is not rated among the best clean cities of the country according to any given parameters. Drainage system and sewerage of the city is even more drastic and it directly affects the goodwill of pink city.
For improving the drainage system in the outskirts of the expanding capital city, JDA is going to spread sewer lines and drainage. The overall project of spreading sewerage lines and drainage system shall cost around 100 billion for which JDA is going to pledge its owned land.
JDA has planned to receive loan of Rs. 4000 crores from National Capital Region Board of Projects (NCRBP) in return of which land shall be provided as a guarantee.
JDA has already marked land of Rs. 2,000 crores in the outskirts of Jaipur. Majority of the land is between Sikar Road and Agra Road at different places.
It is pertinent to note that state government has already denied to provide guarantee for acquisition of land. According to JDA officials, proposal of guarantee has been re-sent to the government. If government again denies, then the proposal shall be sent to NCRBP. JDA shall pay interest @ 7.5% and shall receive a subsidy of 15% on this payment.
1445 – Total length of sewer lines to be spread (in kms)
174 – Sewerage Treatment Plants capacity (in MLD)
102 – Drainage work to be done (in kms)
47 – Beautification of ‘Dravyavati’ river (in kms)
Although government has denied to provide guarantee, but JDA has always stood as a saviour for the state government. JDA has always incurred the expenses related to government at a very high level. Firstly it incurred for Resurgent Rajasthan, then paid 80 lakhs rupees in a recent event organised at Sitapura. It shall also give 2 crores rupees for 1000 sanitary napkins wedding. Previously, it paid Rs. 7 lakh rupees to a private university for robot devices. Even keeping all this in consideration, Government denied to give guarantee for loan.
Financial condition of JDA is also getting weaker day by day. 150 crore rupees are left in its account, but the payables are way more. The works which have been approved both from administrative and financial point of view, they are costing 5,000 crores.
Establishment expenses to the tune of Rs. 10 crores are also incurred every month. The biggest source of income is auction of lands, but it is also not giving high returns these days due to recession. Out of work orders, 20-25 % amount has to be paid during this period only.
For filtering the smelled water and beautifying Dravyavati River, JDA has marked more than 82000 sq. m. land. In this place shall be provided to company as well sewerage treatment plant. In the forthcoming meeting, the plan shall be approved.
Until he major administrative authority (JDA in case of Jaipur) doesn’t go hand in hand with State Government, development of city can’t be ensured. Vasundhara Government is expected to study the project deeply and then decide the viability.
